97.205 Repeater station.
(a) Any amateur station licensed to a holder of a Technician, General, Advanced or Amateur
Extra Class operator license may be a repeater. A holder of a Technician, General,
Advanced or Amateur Extra Class operator license may be the control operator of a repeater
, subject to the privileges of the class of operator license held.
(b) A repeater may receive and retransmit only on the 10 m and shorter wavelength
frequency bands except the 28.0-29.5 MHz, 50.0-51.0 MHz, 144.0-144.5 MHz,
145.5-146.0 MHz, 222.00-222.15 MHz, 431.0-433.0 MHz and 435.0-438.0 MHz segments.
(c) Where the transmissions of a repeater cause harmful interference to another repeater,
the two station licensees are equally and fully responsible for resolving the interference
unless the operation of one station is recommended by a frequency coordinator and the
operation of the other station is not. In that case, the licensee of the noncoordinated
repeater has primary responsibility to resolve the interference.
(d) A repeater may be automatically controlled.
(e) Ancillary functions of a repeater that are available to users on the input channel are not
considered remotely controlled functions of the station. Limiting the use of a repeater to
only certain user stations is permissible.

HSRAC grandfathered all existing repeaters not to standard offset until uncoordinated
HSRAC future plans include the following guidelines for future coordinations
as a general reconfiguration plan to streamline whos where.
1) repeaters with characteristics of low power, short range, low usage, non stationary
and/or closed system to be located in channels 1-20
2)repeaters with characteristics of open, high power, wide area coverage
or private closed high power, widea area coverage but open for emergencies
to be located in channels 21 thru 60
3)repeaters with characteristics of open, public access, high power, wide area coverage
to be located in channels 21-44
4)Shared Non Allocated (SNA) pair 144.65/145.25 open to portable public service
or experimenters. This is a NON protected pair

Sec. 97.205 Repeater station.
(a) Any amateur station licensed to a holder of a Technician,
General, Advanced or Amateur Extra Class operator license may be a
repeater. A holder of a Technician, General, Advanced or Amateur Extra
Class operator license may be the control operator of a repeater,
subject to the privileges of the class of operator license held.
(b) A repeater may receive and retransmit only on the 10 m and
shorter wavelength frequency bands except the 28.0-29.5 MHz, 50.0-51.0
MHz, 144.0-144.5 MHz, 145.5-146.0 MHz, 222.00-222.15 MHz, 431.0-433.0
Mhz, and 435.0-438.0 Mhz segments.
(c) Where the transmissions of a repeater cause harmful interference
to another repeater, the two station licensees are equally and fully
responsible for resolving the interference unless the operation of one
station is recommended by a frequency coordinator and the operation of
the other station is not. In that case, the licensee of the non-
coordinated repeater has primary responsibility to resolve the
interference.
(d) A repeater may be automatically controlled.
(e) Ancillary functions of a repeater that are available to users on
the input channel are not considered remotely controlled functions of
the station. Limiting the use of a repeater to only certain user
stations is permissible.
Sec. 97.201 Auxiliary station.
(a) Any amateur station licensed to a holder of a Technician,
General, Advanced or Amateur Extra Class operator license may be an
auxiliary station. A holder of a Technician, General, Advanced or
Amateur Extra Class operator license may be the control operator of an
auxiliary station, subject to the privileges of the class of operator
license held.
(b) An auxiliary station may transmit only on the 1.25 m and shorter
wavelength bands, except the 219-220 MHz, 222.000-222.150 MHz, 431-433
MHz, and 435-438 MHz segments.
(c) Where an auxiliary station causes harmful interference to
another auxiliary station, the licensees are equally and fully
responsible for resolving the interference unless one station's
operation is recommended by a frequency coordinator and the other
station's is not. In that case, the licensee of the non-coordinated
auxiliary station has primary responsibilty to resolve the interference.
(d) An auxiliary station may be automatically controlled.
(e) An auxiliary station may transmit one-way communications.
HSRAC Basic Guidelines for Coordinated Repeater Operators
a) Any coordinated repeater will prevail over a non-coordinated repeater. The NON
coordinated repeater owner is responsible to clear ALL interference problems in
a complaint filed by coordinated repeater operator.
b) If coordinated repeater operator(s) are experiencing interference problems, on one
or both machines, it is the responsibility of both operators to work on the solution,
CTCSS decode,redirecting antenna pattern, lowering ERP, filtering,etc. excluding FCC
violations of spurious emissions, harmonic generation etc. which would automatically
be the sole responsibility of the violating station.
c)It is the responsibility of the coordinated repeater operator to update and keep current
information on file with the Frequency Coordinator, the coordinator will not solicit upadates.
The update requirement is every 2 to 3 years if there are no changes. Should there changes
in ownership and or anything affecting operating as previously filed, this new information
should be relayed to the coordinator immediately by email or snail mail.
d) Any discussion of complaints by repeater operators will be kept in file for coordinator
use only and passed to the future coordinator as non-public information. Any phone
numbers and contact information provided is for coordinator use only should an emergency
or problem occur that requires contact.
e) Any relocation or significant change in elevation, ERP , change of ownership must
be updated with the frequency coordinator. A significant change in any of the above
may cause the repeater to be UNCOORDINATED and not availble for recoordination.
Discuss any major change with the coordinator before doing it. The above are just some
examples, if you have any questions its better to ask them first, the answers are free.
